U.S. Biathlon Announces 2024-25 Junior National Team

Midway, Utah – The United States Biathlon Association released the selected members of the Junior National Team for the upcoming 2024-25 season.

“We are happy to announce the names of the exceptional athletes who have earned their place on the Junior National Biathlon Team, marking the highest domestic level of achievement in youth and junior development,” said U.S Biathlon Director of Athlete Development Tim Burke. “As in the past, this team’s reach will continue beyond those named to the Junior National Team, as we will include additional athletes at team training camps to create a balanced training environment.”

Coach Brian Halligan will oversee the Junior National Team for the 2024-25 season. Halligan is heading into his third season coaching the Junior National Team, serving his first season as head coach last season. 

“I am really excited to work with this year’s Junior National Team,” said Junior National Team Head Coach Brian Halligan. “We are beginning to see some great depth in our Youth and Junior fields and I feel the athletes who have been selected for the JNT this year not only possess great talent, but will work hard and continue to grow as they mature as athletes and humans. After all, that is what this team is about: growth and development.”

“It’s great to see that many of our current Junior National Team members have come through the U.S. Biathlon development pipeline by participating in U.S. Biathlon’s Regional Select Camps and Elite Development camps,” added Burke. “I look forward to seeing these programs continue to grow.”

Garret Baker is an 11-year-old shooter and just finished out his rookie season from Waverly Hall, Georgia. Garret shoots on the Harris County shotgun team and is coached by Will Hinton. Last season he won the division at the Junior US Open in sporting and super sporting. He also finished 3rd HOA for rookies at the SCTP Nationals. We can’t wait to see what you accomplish next!

Anit-Gun politicians and organizations have launched a deliberate campaign to change future voting on gun issues. They have done this by targeting youth (minors under 18) and what can and how information can be disseminated to minors.

They did this first in California in June 2022 where our request for an in junction was initially filed in July 2022, California AB251 Junior Sports Magazines, Inc., vs Bonta (state of California) and more recently in Illinois on August 14, 2023 IL Bill HB0218.

If this is allowed to continue, youth will only receive negative information about firearms and related products increasing not only the voting percentage and power in favor of anti-gun and no-gun organizations and politicians, but also lawyers and judges who interpret the constitution in a manner that will eliminate our 1st and 2nd amendments.

These are not only my thoughts. In our lawsuit and request for injunction, which was denied by the lower federal court, Judge Vandyke, from the ninth district circuit court of Appeals heard our case on June 28ty, 2023, and believes an injunction should be put in place, said in his response to the lower federal district court of California:  “The California Legislature and Governor Targeted Speech that encourages lawful Conduct They don’t like:.” “California is concerned with the prospect of children growing up to become legal gun owners.” And in regard to the wording of the law, said: “When the text is peeled back, the legislative record indicates an intention that the law will stop the message that minors should lawfully use firearms and a hope that the law will prevent minors becoming adults who have a more favorable view of gun ownership and use….” United States Circuit Court Of Appeals For The Ninth Circuit Court No. 22-56090 D.C. California Plans on Rejecting the 9th US Circuit Court of Appeals decision to REVERSE the lower court on granting an injunction against AB2571 (advertising to minors) September 13, 2023 – Junior Sports Magazines v. Bonta (California) by filing for En Banc!

We had a previous post on the date of that decision; REVERSING the lower courts denial for an injunction September 13, 2023- FLASH– The Ninth Circuit Court of Appeals issued a decision today in the Junior Shooters magazine (Junior Sports Magazines, Inc.) and other plaintiffs’ challenge to AB 2571, the law that prohibited the marketing of firearms and related products by members of the firearm industry to minors in California, and encouraging the use of firearms by minors.

The Ninth Circuit Court of Appeals three judge panel REVERSED the district court’s DENIAL of plaintiffs’ motion for a preliminary injunction seeking to enjoin, pursuant to the First and Fourteenth Amendments on September 15, 2023. COURT DECISION.

We got notified on September 22nd, that California is going to apply for en banc (request for a special procedure where ALL judges of the 9th court of appeals would hear the case.)  Wikipedia.org states, “Headquartered in San Francisco, California, the Ninth Circuit is by far the largest of the 13 U.S. Courts of Appeals, covering a total of nine states and two territories and with 29 active judgeships.”  29 judges all together to hear one case? Impossible? Maybe not! En banc review is used for unusually complex or important cases or when the court believes there is a particularly significant issue at stake. (There certainly is a significant issue at stake: Your future and the 1st and 14th Amendments.) The United States Court of Appeals for the Ninth Circuit has held several en banc hearings. They usually have a 6 or 9 judge panel when they do so. So, they very well might hear this one.

Remember, while all this is going on, California AB2571 REMAINS IN PLACE!

They will have to file by November 13th. We will file an opposition to that, due by the end of September. Then the 9th Circuit Court of Appeals will file a reply if they hear it or not. Will we see an injunction in place by spring 2024? I doubt it. Hopefully, we will (sometime) get an Injunction. However, even then the case will continue to be argued and go through the court process.

This will be a long and arduous effort!

Good News for Youth Shooting Sports but NOT Done Yet!

ONE STEP CLOSER TO RESTORING THE RIGHTS OF CALIFORNIA’S YOUTH TO ENGAGE IN SPEECH ABOUT THE LAWFUL USE OF FIREARMS!

September 13, 2023- FLASH– The Ninth Circuit Court of Appeals issued a decision today in the Junior Shooters magazine (Junior Sports Magazines, Inc.) “and CRPA’s challenge to AB 2571, the law that prohibited the marketing of firearms and related products by members of the firearm industry to minors in California. The law was signed last year as an “emergency” piece of legislation, and it completely stopped youth shooting sports, youth shooting publications, hunting, and shooting team recruitment in California. It affected thousands of kids and the safe and responsible youth shooting programs they participate in and benefit from. AB 2571 was quickly amended to try to mitigate some of the most obvious impacts on youth shooting sports programs, but that amendment did not make the law any less unconstitutional. And, in many ways, it made the law more confusing for those working with youth shooters.” (paragraph mostly from our lawyers)

“CRPA, Second Amendment Foundation, Junior Sports Magazine, California Youth Shooting Sports Association, Redlands California Youth Clay Shooting Sports, Gun Owners of California, and The CRPA Foundation joined together to challenge the unconstitutional law in court. Plaintiffs quickly moved for an injunction against the law so that programs, sponsorships, and youth working on their marksmanship skills could continue while the case was litigated. The lower court denied our request for a preliminary injunction, so the plaintiffs appealed that decision to the Ninth Circuit Court of Appeals. Oral arguments were held before a three-judge panel in June of 2023.”

Today (September 13, 2023), the court ruled that the District Court’s denial of plaintiffs’ motion for preliminary injunction was WRONG and REVERSED the lower court’s decision.

STOP! Do NOT change what you are doing in complying with the California law. You must comply with the law until the lower court issues a final decision on our motion for preliminary injunction!

The court noted that “because California permits minors under supervision to possess and use firearms for hunting and other lawful activities, Second 22949.80 facially regulates speech that concerns lawful activity and is not misleading.” The court also held that the law “does not directly and materially advance California’s substantial interests in reducing gun violence and the unlawful use of firearms by minors. There was no evidence in the record that a minor in California has ever unlawfully bought a gun, let alone because of an ad.” Finally, the court held that the law was “more extensive than necessary because it swept in truthful ads about lawful use of firearms for adults and minors alike.”

“Although this does not end the case, this is the outcome we were hoping for,” said Chuck Michel, CRPA President and General Counsel. “Newsom’s efforts to eliminate youth shooting activities, hunting, and the next generation of Second Amendment advocates who understand their rights has been stopped again. This is another example of legislative overreach and the politicians’ willingness to trample on constitutional rights.”

The Ninth Circuit panel reversed the denial of the preliminary injunction and sent the issue back down to the district court for further proceedings consistent with its decision. For all of those youth shooting programs out there, this means keep doing what you are doing for now. It takes time for appellate decisions to become final, and the lower court must still issue a final decision on the Plaintiffs’ motion for preliminary injunction. And we do not know if the lower court will want additional information from the parties before ruling.

For nowThis is a BIG win for youth shooting! But it is just one step towards getting back to “normal.” Continue operations of programs the same way as if AB 2571 is in place and watch for more information on the ruling coming out of the district court soon.
